Robert James Horne - Managing Partner
Robert has over two decades of experience working with business executives, non-profits, and government. Robert is a published author with articles featured in Harvard Law School’s Bill of Health and Health Affairs to name a few. He specializes in creating new ideas and thinking ahead on issues of markets and policy including but not limited to healthcare.
Robert spent 10 years working on Capitol Hill as professional staff on the House Energy and Commerce Committee under Chairman Fred Upton (R-MI), and as senior health policy adviser to Congressman Phil Gingrey (R-GA). He began his career in the Ohio House of Representatives where he served as the Chief Counsel to the Committee on Health.
During his tenure Robert helped author numerous laws affecting the Medicare program, FDA for digital health/drugs/medical devices, the NIH, and Public Service Act. He has developed some of the most consequential laws and regulations governing the health care market including the 2015 law that modernized the Medicare Physician Payment System (known as MACRA), nearly 50% of the 21st Century Cures Act with a particular emphasis on the SOFTWARE (governing how the FDA regulates software as a medical device) and the information blocking laws related to the electronic exchange of health information.
Robert has extensive expertise in a range of health policy areas including reimbursement and coverage for medical products and services, Artificial Intelligence and digital health, FDA regulatory policy, and payment and delivery transformation. Robert Horne is now the President and Managing Partner of Forest Hill Labs where he works to reimagine various areas of importance to society including but not limited to health care.
Sam Feudo - Partner
Sam Feudo is an aspiring physician and health policy professional, currently pursuing an MSc in International Health Policy at the London School of Economics. With a journey that spans from grassroots efforts in Ohio to roles at the NIH, U.S. Senate, and the White House, Sam embodies a commitment to public service and health reform. His focus on primary care and value-based payment reflects his dedication to tackling disparities and advancing health equity.
As Founder and Host of the "Understanding Healthcare" podcast, he facilitates vital conversations at the intersection of clinical medicine and policy. Sam aims to shape a healthcare system that is more affordable, accessible, and high-quality for all Americans.
Dr. Liz Jacoby is a visionary healthcare practitioner and entrepreneur whose pioneering work spans the fields of physical therapy, yoga instruction, the health and wellness market, and healthcare policy advocacy. Her career is marked by a relentless pursuit of holistic wellness solutions and impactful community leadership.
During her tenure at Kaiser Permanente Lanham Rehabilitation Center, Dr. Jacoby established a groundbreaking amputation care program. She led efforts to integrate specialized services internally, trained healthcare providers in advanced care techniques, and facilitated in-house provision of custom wheelchairs, enhancing patient outcomes and accessibility.
Founder and owner of Jacoby Physical Therapy and All In Practice Yoga in Annapolis, MD, Dr. Jacoby has created a unique platform merging neurologic physical therapy with inclusive yoga instruction. Her practice emphasizes personalized care and empowerment through holistic wellness approaches.
Dr. Jacoby’s impact extends beyond clinical practice. She has co-authored insightful publications on mental health strategies and healthcare policy, contributing to national discourse on public health initiatives. As Adjunct Faculty for Berkshire Community College’s Physical Therapy Assistant Program, she developed and implemented an innovative amputation care curriculum, shaping future healthcare professionals.

Carl Williams - Vice President, Operations
Carl Williams serves as Direct of Operations for Forest Hill Labs (FHL). Carl began her career on Capitol Hill and now works behind the scenes managing the publishing arm of FHL.
